You can assign permission sets to a single user from the user detail page, or assign multiple users to a permission set from any permission set page. To grant a user a permission via a permission set or permission set group, the user must have a user license or permission set license that supports the permission.
To enable more functionality, you can assign permission set licenses and feature licenses to your users, or purchase usage-based entitlements for your organisation.
Think of permissions as locks, and licenses as rings of keys. Before you can assign users a specific permission, they must have a license that includes the key to unlock that permission. Although every user must have exactly one user license, you can assign one or more permission set licenses or feature licenses to incrementally unlock more permissions.
For more on licenses, visit the Salesforce Licences Overview article.

Important: This method doesn’t support assigning different expiration dates to multiple users at once. If you need each user to have a unique expiration date, you’ll need to add the assignments individually.
